The National Courts Administration together with the service provider completed one of the project activities – improvement of the model of competences for the selection and evaluation of judges. During this activity, an analysis of the current situation was prepared, which examined legal acts, procedures and processes of work organization. A qualitative study was also carried out on target groups and stakeholders. In order to assess the selection and evaluation processes of judges in foreign countries, an analysis of good practice in Latvia, Finland, Slovakia, Norway and the Netherlands was carried out.
On the basis of the analyses carried out, the Model for Selection and Evaluation of Judges was prepared, covering the following parts: criteria for the selection and evaluation of judges with methodological descriptions, the structure of the competence model, definitions of competences, descriptions of their levels, competence assessment methodology (a description of how personal and cognitive competences indicated in the competency model should be assessed) and methodological tools were provided.
The following legal acts regarding the application of the Model for Selection and Evaluation of Judges have been developed and approved:
1. by Resolution No. 13P-33-(7.1.2.) of the Judicial Council of the 28th of January 2022, the description of the procedure for the use of experts for vacant or available positions of judges of the district court as well as for assessing the personal manner and cognitive qualities and personal competences of persons seeking a career as a judge was approved;
2. by Resolution No. 13P-32-(7.1.2.) of the Judicial Council of the 28th of January 2022, the description of the criteria for the selection of candidates for judges, the criteria for the evaluation of persons seeking a career as a judge and the procedure for the evaluation of personal competences was approved. The resolution was supplemented by amendment No. 13P-48-(7.1.2) of 25 February 2022.
